Chapter 13 of Carcross/Tagish First Nation Final Agreement includes provisions for the identification and management of heritage sites and routes within their Traditional Territory and lays out guidelines for activities that might take place in and around them.
Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad Historic Site is co-owned and co-managed by the Carcross/Tagish First Nation (C/TFN) and Government of Yukon. This provision was laid out in the First Nation's Final Agreement in Chapter 13.
The historic site of Tséi Zhéłe / Sinwaa Éex’i Yé / Conrad is located on the west-side of Windy ArmTséi Zhéłe Méne (Howling Rock Lake),a traditional harvesting place used by ancestors of the Carcross/Tagish people.
In 1905, Colonel J.H. Conrad, the president of the Conrad Consolidated Mining Company established a mining town at Conrad. At its peak, the community had upwards of 300 residents, but with declining silver prices, Colonel Conrad filed for bankruptcy and the community was abandoned by 1914.
Chapter 13 of the Final Agreements for many of the First Nations includes identification, management and designation of significant heritage sites. The sites are locations that – for those First Nations – have shaped their way of life. They may be connected with remarkable people or with key events in our history, or they may have another type of cultural significance.
A Historic Site Designation protects and commemorates the value of the site. For those designated in the Final Agreements, there is often a connected Management Plan, which guides and directs the preservation and protection of the site with natural factors such as time and changing uses of the site by people and businesses.
